Crest Selection

Consort Crest
+50% Base Mana Regeneration
Consort: Your next basic attack or damaging ability against an Enemy Target will deal 10 additional magic damage and grant you 20 gold. Charges generate every 30s, up to a maximum of 3, and require a nearby Allied Hero within 3000u to activate. Upon granting 240 gold, evolves into Keeper Crest.
Pacifist: Receive diminishing gold from excessive Minion kills.

Reclamation

+75% Base Mana Regeneration
+10 Ability Haste
Active - Cripple: Target a nearby Enemy Hero, Slowing them and reducing their total attack speed by 30% for 2.5s - 120s CD.
Purify: Cleanse yourself and nearby allied heroes - 150s CD.
Wealthy Pacifist: Increase Passive Gold Income by 50% and receive diminishing gold from excessive Minion kills.
Visionary: Gain Solstone and increase your Ward Cap from 2 to 3.

Full Guide
As a Dekker support, your main job is to set up kills for your ADC. Main combo is E > RMB > Q to cage them, stun them, then slow them as they walk away. If you can secure a kill try to drop an ult right on top of them. If they are in the center of the ult it does max damage and stuns them. Usually if you get a good cage you can drop all of the rest of your abilities on them before they can get away from you, so definitely use the cage as a setup for your other abilities. It's much easier to hit your other skill shots if they can't run far.
The crest is very situational. The cripple is good all around cc, but depending on what you are going to build and what you are facing, the silence and healing can also be powerful. I tend to take the silence when facing heroes with interruptable skills. Gideon's ult for example is super easy to silence, and it gives you a magical power boost to follow up with.
I like to start my build with Timewarp for the ability haste and mana regen. It's also nice to get the buff to magical power and physical armor with each ability cast. It definitely can help defend against the opposing ADC. I follow that up with
Marshal to help out your ADC. It gives you and all nearby teammates a 20% buff to attack speed, and adds some magical damage on hit. If your ADC builds attack speed this will get better and better throughout the game.
Hexbound Bracers are awesome for giving you a bit more ability haste and physical armor, plus a large boost to your max mana. If you can keep your mana over 60% you get even more ability haste, which is super important with Dekker.
Crystal Tear can be a really strong option if you are having trouble keeping your mana full, having the highest mana regen of all support items. It combos nicely with
Hexbound Bracers helping you stay over that 60% threshold. It is definitely better late game if you are roaming, and works best if you build your crest into Tranquility since Dekker doesn't have any native healing or shielding spells.
Elafrost is a solid option when facing a highly mobile team. It is difficult to hit the 8 basic attacks that cause the root, but it is still valuable for the slow on hit, and it also gives you a boost to health, mana, ability haste, and magical power. Items like
Galaxy Greaves can be nice in situations where you feel you need more escape. It boosts your main jump, and when used with Dekker's double jump, you can jump yourself over the Fang or OP wall. It also boosts your physical armor and magical armor so it can be strong when facing supports that have strong magic damage like Muriel.
Spellbreaker is good when facing excessive CC as it makes you immune to 1 enemy ability with a 60s cooldown. If you feel like you need to pick up some of the slack on damage dealing, or if the enemy ADC is building a lot of lifesteal/omnivamp,
Tainted Scepter will reduce enemy healing by 40% after dealing magic damage (combos very nicely with
Elafrost which adds magical damage to your basic attacks.) It also gives you extra true damage based on how many stacks you can build up by dealing damage with abilities. And finally,
Dynamo can be very powerful if you are taking too much damage from enemy heroes. It boosts your max health, max mana, and physical armor, as well as adding bonus AOE magical damage when you CC your enemies, also debuffing their magical armor and physical armor.
